A Message from the Commissioner
I am pleased to provide you with our first E-News for 2017 for the Office of the Commissioner for Kangaroo Island (OCKI).
As well as an overview of our activities over the last few months, this E-news provides updates on KI developments, our projects, upcoming events and consultations. Please visit our website for more information.
2017 has seen momentum building with Kangaroo Island's major developments with the Kangaroo Island Airport Upgrade progressing, the authorisation of the American River Resort and Major Development status being granted to the Kangaroo Island Plantation Timber Wharf.
I look forward to working with the community, businesses, the Council and developers to ensure that issues continue to be addressed as they arise.

Commissioner for Kangaroo Island
Over $4,500 raised for KICE Students to visit Canberra
On Wednesday 15 March 2017, The Hon Tony Smith MP, Speaker of the Australian House of Representatives and Rebekha Sharkie MP were guests at a Quiz Night in Kingscote. The night aimed to raise funds for Year 7 students from Kangaroo Island Community Education (KICE) to visit Canberra and experience our nation's capital. Amid much hilarity and fun, over $4,500 was raised on the night.
Around 75 guests attended the event and enjoyed an evening of trivia, prize give-aways, auction items, and raffles hosted by Quiz Master Commissioner Campana. A range of sponsors supported the event by providing items for raffles and the auction. Contributions were also received from The Hon Tony Smith MP, Rebekha Sharkie MP and the KI Council.
We aim to have our KICE students visiting Canberra next year.

Undersea Cable - Energy Dispute Lodged with AER
SA Power Network’s Final Project Assessment Report was finalised in December 2016 stating a preference to install a new 33kV submarine cable from Fishery Beach to Cuttlefish Bay in 2018 at a capital cost of $21.9 million.
In February 2017, the Kangaroo Island Council and the Office of the Commissioner for Kangaroo Island lodged a Dispute Notice to the Australian Energy Regulator (AER) on the basis that not enough option value was given to the community’s preferred option (Option 8 in the FPAR).
This Option was to install a new 66kV submarine cable from Fishery Beach to Cuttlefish Bay.
The outcome of the Dispute Notice is expected to be handed down by AER in May 2017. Find out more information here.
Kangaroo Island Transport Survey
The Department of Planning,Transport and Infrastructure together with OCKI conducted a transport survey between the 23 January and 3 March 2017.
The surveys were available to visitors and residents and aimed to understand their on-island transport needs.
The results will be collated and analysed in the coming weeks, following which a report will be made publicly available.

Earlier this year, OCKI conducted a Housing Survey to determine the demand for housing on the island - in particular they type, size and location of properties residents were looking to live in. This survey was important for the Affordable Housing Report, which is currently being finalised by the Office of the Commissioner for Kangaroo Island.
This work supports the implementation of the Management Plan for Housing on Kangaroo Island by understanding the current and future housing needs on the island, and how to develop evidence-based and appropriate solutions to address them.
Survey of KI Visual Artists
OCKI has conducted a survey of KI visual artists. To complement the Transformation Project, the Commissioner wanted to hear from artists practising on the island to identify their needs in terms of business development, training, and engagement in local and statewide arts events.
This survey will assist the Commissioner in supporting the local economy and connecting artists with government services and programs.
Over 120 artists participated in the survey, the results of which will be available in the coming weeks.
KI artists are invited to attend a workshop on 30 March 2017 to discuss the findings of the survey. More detail under 'events'.
A taste of Kangaroo Island at the Lion Hotel
On Wednesday 15 March 2017, the Lion Hotel hosted a tasting event to showcase Kangaroo Island's premium wines.
Guests had the chance to sample wines by Bay of Shoals, Dudley Wines, False Cape, Hazyblur, The Islander Estate, and Stoke Wines. Wines were accompanied by a a selection of cheeses by Island Pure.
This event was one of many being held across Adelaide's CBD over the next few months to promote Kangaroo Island's premium beverages as part of the Commissioner for KI's Beverages Project.

Clean Energy Finance Corporation roadshow

Are you a business looking for energy reliability and to lower your energy costs?
Federal Member for Mayo, Rebekha Sharkie MP, is hosting a forum on Kangaroo Island with the Clean Energy Finance Corporation to explore solutions to these problems.
The session will inform rural and urban businesses about practices that can be adopted to improve energy efficiency, some of the clean energy technology solutions currently available, and what commercial financing options might be available to small and medium businesses who seek to invest in clean energy in their business.
The Clean Energy Finance Corporation is a Federal Government Corporation whose mission is to create a more competitive economy by accelerating Australia's investment in clean energy.

Country Cabinet for the City of Victor Harbor, District Council of Yankalilla and Kangaroo Island Council will be held between 4-6 June.
Country Cabinet is a series of events and meetings that allows the Government to hear from local people about the matters affecting them and their communities. Country Cabinet will be visiting the island as part of this Country Cabinet.

15th Islands of the World International Conference

In July 2017, Kangaroo Island will host the 15th Islands of the World International Conference “Small Island Communities: Models for Global Survival”. Registrations are currently open for this event. More information is available here.
Workforce Development Plan
The Department of State Development (DSD) through the Jobs First Employment Projects program is working in partnership with OCKI and TAFE SA to streamline the engagement and mobilisation of the local workforce during a period of strong economic growth on the island over the next few years.
ATEC is facilitating the engagement of employees for new developments on the island and Cathie Tydeman is the newly appointed Workforce Coordinator. For more information on KI Job Opportunities visit www.kangarooislandjobs.com.au
OCKI is currently working with TAFE SA and DSD to identify the needs of the workforce and opportunities for skills development to ensure that the workforce needs will match the anticipated labour demands.
Around 35 businesses from across the island have signed up to receive business support services in anticipation of Kangaroo Island’s growth opportunity associated to major developments.
This project was seeking funding support from the Industry Skills Fund, however this fund was concluded at the end of 2016. OCKI is now working with Project Coordinator Sue Arlidge, TAFE SA, and businesses to deliver a training program to support their business growth. A grant application for Federal funding through the Building Better Regions Fund – Community Stream, is currently being finalised.

Kangaroo Island has approximately $182 million of projects planned or approved over the next five years. Up-to-date information on these developments and their assessment status is available on the OCKI website.
Kangaroo Island Airport Upgrade
Development Status: State and Federally funded project - underway
- Enabling work: completed
- Material raising and crushing: underway
- Airside works - underway
- Terminal Works: design completed. Expected that construction tender will be awarded at the end of March.

Development Status: Major Development - authorised by the Governor on 27 January 2017.

Kangaroo Island Golf Course Resort
Development Status: Major Development - authorised by the Governor on 18 February 2016.
Progress: The proponents have finalised the layout of the golf course and have submitted a request for variation to development consent.

Kingscote Wharf Precinct
Development Status: Open for Expressions of Interest
Progress: The Kingscote Wharf precinct will continue to remain on the open market to leverage any ongoing and enhanced investor interest in the Island. Where proponents are existing tenants on the Wharf, current agreements will remain in place.

Development Status: Final stages of the Unsolicited Proposal process.

Local Advisory Boards
Native Vegetation Management
On Thursday 9 February 2017, the Local Advisory Board for Native Vegetation Management held its inaugural meeting.
The Board discussed a range of issues relating to native vegetation management on Kangaroo Island including land management practices, roadside vegetation, single paddock trees, significant environmental benefits and the conservation of threatened species.

The Local Advisory Board for Economic Growth met for the second time in February this year. The Board is currently developing a strategy to address the opportunities outlined in the Kangaroo Island Economic Development Outlook.
The Local Advisory Board for Housing on KI met in February and finalised an Implementation Plan which delivers on the priorities and propsals set out in the Management Plan for Housing on Kangaroo Island.
